You need to pull all your developers who are working on the latest useless, intrusive "features" like Cortana and put them to work making Windows into something with useful performance along with testing your updates to make sure they don't cause more problems than they fix.

For the record, after several more Windows 10 updates, the browser performance issues have been fixed on my system.
